Native Win32 Support

In #110, I'm adding support for tcpreplay under Win32/Cygwin. While this is all nice, what people will really want of course is native Win32 support since Cygwin is in all honestly a PITA for most Windows users.
This will mean using something other then GNU Autogen for option parsing. Probably the best way around this is adding a GUI on top of tcpreplay in some cross platform toolkit like GTK or QT.
This will also most likely mean using the VC++ tool chain.
Anyways, I seriously doubt I will be doing this, so I'm leaving it unassigned for now. Hopefully someone will decide that they want to own this and do it.
